The nexus between energy use and water consumption is rarely addressed in most programs designed to reduce either energy or water use. For a community like the City, reductions in water use through conservation efforts or efficiency improvements can provide substantial energy savings, as significant amounts of energy are utilized to import renewable water supplies into the region as well as in standard delivery practices. Reductions in water use translate into environmentally sustainable reductions in greenhouse gas emissions due to the decrease energy needs used to pump,
treat, and deliver water resources. The City is addressing the issue of overall energy reductions by conducting energy and water audits at City facilities.
The City is also required to conduct water audits of City facilities, pursuant to the City Drought Response Plan. The audit program is to be designed to assess water conservation or efficiency improvements, quantify water savings, and identify costs for implementation. Consultant services are requested to 1) assist with the development of a methodology for prioritizing facilities for conducting water audits, 2) conduct audits at selected facilities, 3) develop a database for management of City facility audits, 4) provide training to City staff on conducting water audits, and data-base management 5) conduct select retrofits based on initial water audit and recommendation, and 6) re-audit retrofitted facilities to gauge effectiveness
