The USDA Forest Service has a requirement for Percolation Tests and Reports. This project is to provide state of the art, environmentally sensitive housing and educational facilities to support the Hawaii Experimental Tropical Forest (HETF). HETF is designated on State of Hawaii lands and is managed by the Hawaii Department of Land and Natural Resources. The State has offered a site that consists of several existing buildings in fair condition that will be remodeled to serve the needs of the project. This site currently has water and old wastewater systems. The two single story buildings are a 1,204 SF Meeting house with 1,312 SF Exterior Patio & Lanai and 1,456 SF Lake House. This task order will include percolation testing for anticipated new leach field and septic system. R2 CDI staff will perform architectural, civil, electrical and mechanical design separate from this task order.

Offerors are requested to review all attachments to this solicitation and provide the required information indicated below to have their quote considered responsive:


a) Print out and return a signed copy of the attached SF 1449 Solicitation/Contract/Order for Commercial Items Offeror to complete Blocks 12,17,23,24 & 30. See pages 10 through 15 for Scope of Work.


b) Evaluation Factors (see page 16 and 17 of the Solicitation Package).


c) Offer Submission Package (see page 17 of the solicitation package).


d) Schedule of Items - Supplies or Services and Price/Costs (see page 18 of the solicitation package).

e)  The Solicitation Package will be uploaded in FBO 7/31/2019.
