This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This synopsis/solicitation is issued for commercial services in accordance with FAR Part 13-Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and 2005-95 effective January 19, 2017. The applicable NAICS to this requirement is 541511. This acquisition is UNRESTRICTED.

Your quotation shall be submitted in two (2) separate volumes in accordance with the instructions contained in Section 7 of the solicitation.


Offerors should carefully read the entire solicitation package before submitting an offer. However, you should pay particular attention to the following clauses and instructions which are peculiar to this requirement:


a. Section 2.4 identifies the overall scope and specific objectives that are to be achieved. This requirement has been created as a Statement of Objectives therefore Vendors are required to submit a Performance Work Statement within its offer.
b. The proposed contract will have an expected total life cycle of approximately 60 months.
c. The Government intends to make one (1) award under this solicitation. See Sections 7.0 and 8.0 of the attached RFQ document for further details on quote submission and award procedures.
d. Under CLIN 0001 Period of Performance the contractor shall complete a soft-launch within 5 months of contract award, and conclude data migration in time for final LMS deployment within 8 months of contract award.
e. The Offeror shall pay close attention to the required documentation listed in RFQ Section 7.3.1.
f. Offerors may be asked to demonstrate their solutions at Peace Corps headquarters within two to three weeks of quote submissions.
g. There are a number of special provisions and clauses contained in the attached RFQ. Your attention is invited to Section 5.0 (Special Contract Requirements).
h. If you have any detailed questions, please respond as indicated under Section 7.1 of the attached RFQ document and submit questions by 12:00PM ET on April 5, 2017. Vendors are forewarned that communication with Government technical personnel is strictly forbidden. The circumstances of such a contact, when verified, may result in non-consideration of the Offeror's quotation.
i. Quotations are due on or before 4:00pm ET April 21, 2017.


Your attention is invited to the fact that the Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result by reason of a response to this Request for Quotation. This letter should not be interpreted as a contract or a commitment of any kind on the part of the U.S. Government to award a contract. Furthermore, any contract resulting from this solicitation will be subject to all laws and regulations in effect at the time of the contract award.
