The US Army, 409th CSB/Theater Contracting Center, Kaiserslautern, Germany is issuing this sources sought synopsis as a means of conducting market research in order to identify parties having an interest in and the capabilities to support a Paving IDIQ (Indefinite Delivery/Indefinite Quantity) Contract for Army installations within the U.S. Army Garrison Rheinland-Pfalz, Germany.





THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.


The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive. The proposed North American Industry Classification Systems (NAICS) Code 237310 - Highway, Street, and Bridge Construction, which has a corresponding Size Standard of $33.5 million.. Only experienced and qualified suppliers should respond. Respondents must demonstrate that they have the capabilities provide these services.


BRIEF DESCRIPTION:


The Contractor shall perform the maintenance, repair and reconstruction of pavements, street signs, pavement markings, pavement appurtenances for all USAG Rheinland-Pfalz Installations in support of the Army's Installation operational mission. The Contractor shall closely manage the performance, cost, and schedule of the effort to include regular reporting of Contractor and its subcontractor progress. This reporting shall be provided in a clear manner (i.e., performance reports must be provided at the time of the cost reporting along with reporting periods aligned properly and consistently).


The contract type will be a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity Contract. The estimated magnitude for the project is between € 4,000,000.00 and € 15,000,000.00. Task orders issued may vary between € 15,000.00 and € 500,000.00.


The period of performance is estimated at 5 years after the date of award.

RESPONSES REQUESTED:


The Government requests that those contractors desiring to be considered for this opportunity respond via email only on or before 1600, Central European Time (CET) on 24 April 2017 to Tirso McCoy, Contract Specialist, tirso.mccoy.civ@mail.mil with a copy to Justin Mauser, Contracting Officer, justin.r.mauser.civ@mail.mil.

Interested contractors are requested to provide an unclassified statement of capabilities package that is brief and concise, yet clearly demonstrates the ability to meet the stated requirements. The capabilities package shall clearly present evidence that the interested party is fully capable of providing the aforementioned capabilities, and as such may contain any information that the interested party feels is relevant. Responses shall not exceed twenty-five (25) single-spaced pages including the cover sheet, 12 point Time New Roman font with at least 1" margins. The capabilities package can be either a MS Word document or a Power Point presentation. The cover page should include company name, address, and points of contact including phone numbers and email addresses.


Responses should include the following information at a minimum:


1. CONFIRM THAT YOUR COMPANY, AND PERSONNEL THAT WOULD BE ASSIGNED TO THIS EFFORT, HAVE DIRECT, RELEVANT, PAST AND CURRENT EXPERIENCE AS IT RELATES TO PAVING. PROVIDE DESCRIPTIONS OF SERVICES RELATED TO PAVING THAT YOU HAVE SATISFACTORLY COMPLETED WITHIN THE LAST FIVE YEARS, OR THAT YOU ARE CURRENTLY PERFORMING, THAT HAVE DIRECT RELEVANCE.


2. Provide the name of your firm, DUNS Number and CAGE Code, address and identity your firms Business Size Standard and, if applicable, socio-economic categories in accordance with NAICS 237310.


Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. The Government will evaluate the information provided, use it to document our market research, and develop the RFP or IFB. In addition, the Government will use its evaluation of the information and other research to determine the sources that appear qualified to perform the work required by the Government. The submission of this information is for PLANNING PURPOSES ONLY. The information received WILL NOT obligate the Government in any manner nor will the Government reimburse companies for any costs associated with the submittal of a response to this Sources Sought.
