The Virginia Contracting Activity (VACA) has a requirement for unpowered detection of the presence of chemical or radiological materials through the use of a wireless passive surface acoustic wave (pSAW) device. Complete pSAW detection systems will include bare pSAW chips mounted on a substrate which would allow for coatings applications with an integral radio frequency (RF) antenna, the associated RF interrogator with antenna, and a computer hardwired to the RF interrogator for command and control and data collection. Selection for award will be made to the offeror whose proposal is the best value to the Government based upon evaluations of proposals in the areas of technical/management, past performance and cost. VACA intends to issue a Request for Proposal (RFP) for this effort on or around 27 June 2014. The Government anticipates issuing a Cost Plus Fixed Fee type contract. It is anticipated the contract will have a one year period of performance. Primary place of performance will be at the contractor's facility.
Solicitation number is to HHM402-14-R-0082.
