General Services Administration (GSA) Public Buildings Service (PBS), Region 4, is soliciting proposals for construction services involving repair and alteration to Government owned and leased space in various buildings surrounding the North Carolina with concentrations around the cities of Asheville, Winston-Salem, Hickory, Charlotte and Raleigh. 

The scope of services includes but is not limited to renovations, general construction services including wall partition construction, modification, and alteration of floor and wall-mounted telephones, signal, and power outlets to be included in the modification of associated conduit, surface mounted raceway, and various underfloor duct systems; installation of new and the alteration of existing power panels; carpet and carpet tile installation; painting; HVAC ductwork modification and repair; door, door frame, and door set hardware installation; installation of various wall coverings and draperies; communications cabling; grid ceiling and lighting installation and modification; modification of existing building fire sprinkler systems; and other such related work which would be outlined in task order and job drawings. A request for proposal (RFP) will be issued on FedBizOpps. This procurement will be 100% set-aside for 8(a) certified small business concerns. The NAICS code for this procurement is 236220 (Commercial and Institution Building Construction), and the small business size standard is $36.5 Million.


The Government anticipates, from a single solicitation, to award three single Indefinite Delivery Indefinite Quantity (IDIQ) contracts with Firm Fixed Price line items for a base one (1) year period of performance and four (4) one-year option periods, for a total contract performance period of sixty (60) months, if the option periods are exercised.
The primary locations of performance are Asheville (Buncombe County), Raleigh (Wake County) and Charlotte(Mecklenburg County), North Carolina. GSA anticipates awarding one geographically-based IDIQ contract per zone, for a total of three contracts, as follows:


Zone 1 = Asheville, North Carolina
Surrounding cities include: Winston-Salem, Hickory

Zone 2 = Raleigh, North Carolina


Zone 3 = Charlotte, North Carolina


GSA's estimated annual IDIQ construction spending per zonal contract will result in a base year and four option periods with each ordering period capacity not to exceed $1,000,000.00.


Each anticipated contract will have a Maximum Order Limitation (MOL) as well as a guaranteed minimum quantity of work the Government agrees to order from each contractor. The selection process will be conducted in accordance with FAR Part 15 source selection procedures, using the lowest-price, technically acceptable source selection approach. The solicitation package (including specifications, drawings, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps. The estimated date for release of the solicitation is on or about October 20, 2020. The solicitation closing date will be 30 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. It is anticipated that the contracts will commence on or about January 20, 2019. The official solicitation package and technical specifications will be located on the FedBizOpps web page and the Government is not liable for information furnished by any other source. Amendments, if/when issued, will be posted to the FBO site for electronic downloading. This will normally be the only method of distributing notices, solicitations, and amendments. Offerors are advised to check the site frequently, as they are responsible for obtaining notices. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for any offeror's inability to access the documents posted on the referenced web pages. Interested firms must be registered in the System for Award Management (SAM). Firms can register via the Internet site at https://www.sam.gov or by contacting the SAM Service Desk at http://www.fsd.gov. Interested firms are required to submit their representations and certifications through the SAM website.
