The Department of Veterans Affairs Integrated Service Network (VISN) 2 anticipates awarding a sole source AE contract for the following:

The VA is proposing to award a sole source contract to Turner Engineering, PC, 349 West Commercial St. Suite 2190, E. Rochester, NY for the procurement of Part II and Part III Engineering Services. The proposed action is a firm fixed priced contract to support the construction phase for the Arc Flash Mitigation project at the Buffalo NY VA Medical Center, Project #528-13-s34. The NAICS Code is 541330 with a size standard of $15.0 Million.

These services are required to support an already completed design, for which the designer, Turner Engineering, PC remains professionally responsible/liable. As such, they are professionally liable for the completeness and accuracy of design. The Government believes Turner Engineering, PC is the only firm that can answer requests for information with respect to their design (Part II Services), be responsible for any design deficiencies discovered at no cost to the Government, and conduct site visits to ensure the construction is being performed in accordance with the drawings and specifications of their design.

This notice is NOT a request for competitive quotes, solicitation announcement, request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However, if any firm within a 250 mile radius of the VA Medical Center, 3495 Bailey Ave. Buffalo, NY believes that it possesses the capability of providing the services and will accept the professional liability of the design, you may give email notification no later than Tuesday, January 31, 2017 at noon EST. Telephone requests/inquiries will not be honored.

The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated and determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with a sole source award with Turner Engineering, PC
