The Contractor shall provide the City high quality, broad-based parking management services for the operation, maintenance, janitorial, and administration of the Parking Garage assets in a manner that will provide the greatest degree of financial control to the City while providing superior levels of customer service to its users. All services and supplies shall be delivered and work shall be performed in accordance with Attachment A. Specific areas of desired expertise include multi-unit parking structure management and operation of tiered parking facilities, bookkeeping, accounting, auditing, financial reporting, effective and efficient management controls, maintaining parking equipment, and keeping facilities in clean, safe, secure and presentable condition at all times. The City requires the Contractor to ensure the integrity of the City's revenue stream by providing committed on-site management. The City will require the Contractor to manage and operate the City's garage facilities to assure affordable short-term parking, assure maintenance and upkeep of the City's parking garages and equipment, innovatively market the garages and operate them at an optimum level of service and return on investment. References will be required with all proposal responses. The Contractor shall provide a high level of service at all times and be responsible for managing and performing the functions of a full-service parking operations firm, which will include, but not be limited to: recruiting, hiring, training, assigning, orienting, reassigning, counseling, disciplining and discharging the employees within the firm. Work under the resulting contract will include but not be limited to such categories as garage operations, marketing, implementation of new parking technology, and janitorial and accounting services to consistently improve the overall financial performance of the garages.
