Parking Facility Management/Administration

NOTICE: This is not a solicitation, but a Sources Sought solely for informational, planning purposes and market research in accordance with Federal Acquisition Regulation Part 10. A solicitation is not being issued at this time and this notice shall not be construed as commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. Do not request a copy of a solicitation or information regarding a solicitation. Unsolicited proposals will not be accepted. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.


This sources sought is seeking a garage management contractor interest from all small business concerns only, capable and interested in performing administrative support to manage general federal employee parking for private owned vehicles under the General Services Administration (GSA) Public Buildings Service (PBS) Outlease Program for three(3) parking garages/lots located in Dallas, Texas. The total number of parking spaces may increase/decrease depending on future interest/availability.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 812930 Parking Garages/Lots, Automobile and the small business size standard is $38.5 million.
Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.


The contractor must provide administrative support to manage 238 structure and surface parking spaces leased to Federal employees and Federal contract employees Monday through Friday from 6:00 a.m. through 6:00 p.m. CST. Experience and qualification should include and demonstrate development/coordination of parking contracts, and establish an online/automatic payment system. Contractor must include experience in parking access and administration and reporting capability. To include monthly itemized statements of receipts collected and parking spaces changes and breakouts, but not limited to stated reports.


If your organization has the potential capacity to perform these contract services and are interested, please provide the following information:


(1) A complete and current record of your System for Award Management (SAM formerly known as CCR) which includes DUNS number, Organization name, address, contact name, email address, web site address, telephone number, type of organization, small business type (if any), etc.


(2) A capability statement supporting claims of organizational and staff capability to perform the work described above. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor's experience.

If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


GSA requests that potential sources only submit the minimum information necessary; no more than two pages long. All responses should be typed in a word document; (one-sided, 12 pitch, Times New Roman). The CCR record does not count toward the two (2) page minimum. All Interested and qualified sources must notify this office by electronic mail no later than Thursday, April 27, 2017 at 4:00 pm Central Standard Time to the following contracting personnel; Ms Sandy Nixon at sandy.nixon@gsa.gov and Mr. Derek Gadberry at derek.gadberry@gas.gov.


Telephone calls will not be accepted or acknowledged. No feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. All information submitted will be held in a confidential manner and will only be used for the purpose intended.


Be advised that submission of any information in response to this market survey is purely voluntary and the government will not pay for any information or administrative cost incurred in response to this sources sought. All cost associated with this sources sought will be solely at the expense of the respondents. Additionally all submissions becomes government property and will not be returned. No basis for a claim against the government shall arise as a result from a response to this sources sought.
