Project overview and description.

The Durham Area Transit Authority (DATA), Triangle Transit (TT), and Chapel Hill Transit (CHT) have been awarded a Federal Transit Administration (FTA) New Freedom grant for the purpose of undertaking joint assessment and subsequent certification of
some select paratransit applicants.

It is the desire of the three transit systems that the applicants assessment program will be done through a third-party assessor that will
provide professional evaluation of select clients on behalf of the three participating transit
systems. Therefore, DATA, TT, and CHT hereby request proposal from a licensed provider or health services agency to perform functional evaluation or assessment of the select clients from these three transit systems.

The purpose of the assessment program is
to facilitate more accurately the ADA paratransit eligibility determination of clients by
partially contracting out the eligibility determination function of select clients to a
professional health services provider or a healthcare agency with the expertise and outfit
to undertake an independent assessment. The goal of this assessment is to enable the
three transit systems to gain improved, consistent, accurate, as well as professional
knowledge of the physical, mental, or emotional conditions of some of the ADA clients,
to enable better determination of their transportation needs.
