This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
The solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The NAICS Code for this solicitation is 322230 and the size standard is 500 employees.
The Bureau of Fiscal Service has a requirement for a Blanket Purchase Agreement for Custom Paper Rolls in accordance with the attached list of Specifications.
Roll 1 Specifications:
18" Wide, 24lbs, 50" diameter, 6" core, pinfed, 2
vertical 1/2" tear away, 2 horizontal perfs at 9"
and 13", Tick mark left hand side of sheet before
every 13"
Roll 2 Specifications:
18" Wide, 20lbs, 50" diameter, 6" core, pinfed
The paper rolls provided shall be in compliance with Comprehensive Procurement Guidelines (CPG) program, i.e. 30 percent recycled content. Vendors shall submit certificate of compliance from the manufacturer to indicate recycled content.
The provisions at 52.212-1, Instructions to Offerors - Commercial Items (JAN 2017), applies to this acquisition. Addenda to this provision are attached.
The provisions at 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The following factors shall be used to evaluate offers: Lowest Price, Technically Acceptable. Addenda to this provision are attached.
Offerors are to have completed 52.212-3, Offeror Representations and Certifications - Commercial items (JAN 2017), on-line in the System for Award Management (www.sam.gov) prior to proposal submission. If already completed the annual re-certification, offerors shall submit a completed 52.212-3(b) with their offer.

Defense Priorities and Allocations Systems (DPAS) and assigned rating are not applicable to this acquisition.

No solicitation document is available. The Bureau of the Fiscal Service will consider all affirmative responses received no later than 1:00 pm EDT September 25, 2017. Late proposals will not be accepted or evaluated.
