SYNOPSIS

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposals. By way of this Market Survey/Sources Sought Notice, the NSF Office of Polar Programs, U.S. Antarctic Program (USAP) and its Antarctic Support Contractor (ASC Leidos) are seeking eligible firms (both large and small businesses) capable of performing the construction services described herein.



SCOPE OF SERVICES:
Demolish an existing 50-year old sheet pile bulkhead pier and replace with a new larger pier at Palmer Station, Antarctica (-64° 46' 27.00" S, -64° 03' 11.00" W).


The new pier will consist of a steel pile supported concrete deck structure, energy absorbing fender systems, and mooring structures as needed to provide berthing to vessels servicing Palmer Station. A 35% design drawing package has been developed and is provided for reference. Focus will be on the ability to provide berth/docking to vessels that service the pier facility, namely the Laurence M Gould (LMG) and Nathaniel B. Palmer (NBP) as well as other vessels to be identified by Leidos - Antarctic Support Contract (ASC). Final design will be completed, and it is anticipated that a completed design will be issued for bid in 2019.


The new pier facility must integrate into Palmer Station's current utilities and provide the following services: receipt of vessel supplied fuel to station, lighting on the pier, power pedestals for containers, and a utilidor for future installation of potable and salt water lines.


Shore-side access to the new pier will be improved to facilitate movement of shipping container cargo from the pier to existing facilities.


The existing pier, a steel sheet pile cofferdam bulkhead backfilled with gravel and cobble is to be demolished and materials re-used as much as practicable in the new pier facility. Some of the fill is to be stockpiled for future use by Palmer Station.

Contract Award: 2020
Start Pier Construction: 2021
Project Complete: 2022



Special Considerations


1. It is the Government's intent for any solicitation and construction contract to be managed by the Antarctic Support Contractor (ASC Leidos). A logistics plan will need to be developed in conjunction with ASC to transport to and from Palmer Station all personnel, material, and equipment for this project. The selected subcontractor should be as self-sufficient as possible. However, a joint logistics plan with ASC could be developed. Approximately 20-person berthing and messing facilities may be considered available at Palmer Station. Any other facilities the contractor must provide in support of this project.


2. There is no air transportation link to Palmer Station; the only access is via ship. USAP transportation to Palmer Station includes a minimum 3-day ship passage from Punta Arenas, Chile with a transit across the Drake Passage.


3. The construction site is a remote site with no available locally sourced construction materials or equipment. There are no construction resources or construction equipment available to a contractor at the site. All material to be used in construction of the pier must be procured elsewhere. The contractor must provide all equipment, materials, temporary power and lighting necessary for this project and will have minimal laydown area on land to support construction.


4. The construction season is limited, typically October to June based on weather, sea, and land ice. Daylight may be an issue because of the geographic location of the construction site. Construction shall last less than one year to comply with environmental permitting.


5. The existing pier is the only point at which supplies and equipment may be landed at Palmer Station. There is a small boat ramp adjacent to the existing pier consisting of 6-inch concrete planks with a load limit of 27k lbs. per axle.


6. All individuals traveling to Antarctica for this solicitation must pass a Physical Qualification exam. Limited medical support provided by a physician in the station's medical clinic can be provided at Palmer Station. In the event of a medical emergency ASC Leidos will assist with medical evacuation for contractor personnel.


7. Contractor must comply with all U.S. and International laws (i.e., US Antarctic Treaty, MARPOL, etc.) as applicable.


 


Requested Information


This Agency requests that interested contractors complete the following questions to assist the Government in its efforts.


1. Firm's name and BUSINESS SIZE, address, point of contact, phone number, and e-mail address and DUNS Number/Cage Code.


2. Is your company currently registered with the System for Award Management (SAM) formerly known as the Central Contractor's Registration (CCR) Database? If not, has it been registered, or does it plan to register?


3. Is the potential offeror capable of obtaining performance and payment bonds for a project valued between $10,000,000 and $50,000,000?


4. Does the potential offeror have experience related to the work described for this project? If so, please provide a list of examples and dates of projects.


 


Management of Information


Any interested firm should submit written responses that address their ability to provide the requirements described herein and include associated specifications. NSF and/or ASC may follow-up with respondents for additional information or questions as necessary.


Please do not submit any proprietary information in your response.


Responses shall not exceed five pages and must be submitted via e-mail to the contacts listed in the Federal Business Opportunities (FBO) notice no later than February 7, 2019. E-mail submissions are requested. Please reference "Palmer Station Pier Replacement" in the email subject line. Any questions should be directed to the NSF Contracting Office.
