Contractor shall provide all personnel, equipment, facilities, supplies, services and materials, except as specified herein as Government furnished, for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services through the Direct Procurement Method.  The Period of Performance (POP) is January 1, 2020 - December 31, 2020, base plus four (4) one (1) year option periods. There is no guarantee that each option will be exercised. Work shall be conducted in accordance with (IAW) the terms and conditions of contract and commercial practices. The purpose of this requirement is to provide Packing and Containerization services in support of Fort Sill units and tenant activities, reserve component units; field artillery units outside the installation or the AR 5-9 area of responsibility, and other organizational elements having support agreements with Fort Sill, Oklahoma.

The Standard North American Industry 484210 and the small business size standard is $30 million.  All offerors shall be required to submit a quote in accordance with the instructions in the forthcoming solicitation. Contractors interested in doing business with the government are required to be registered the System for Award Management (SAM) database.




The Government will issue a 100% small business set-aside Request for Quote (RFQ) under FAR Part 13.5, Simplified Procedures for Certain Commercial Items, for Packing and Crating Services for Arkansas and Oklahoma Counties.  An award will made to the contractor that is most advantageous to the Government considering price, technical and past performance.



The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/. ; Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package or subsequent solicitation amendments. The RFQ estimated date of issue is October 1, 2019. All responsible sources may submit a response which, if timely received, will be considered. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the SAM database prior to award of a contract. This announcement is not a request for quotes, and does not obligate the Government to award a contract nor does it obligate the Government to pay for any quote/bid/proposal preparation costs.
