The National Park Service (NPS), Northern Rockies MABO Contracting Office seeks to determine the availability and capability of potential SMALL BUSINESSES, CERTIFIED 8(a) SMALL BUSINESSES, CERTIFIED HUBZONE SMALL BUSINESSES, CERTIFIED SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS, and/or WOMAN-OWNED SMALL BUSINESSES for the project below. The Government anticipates a competitive method of procurement. The information received as a result of this market research will be considered solely for the purpose of determining whether to conduct a competitive procurement under one of SBA's socioeconomic business programs. The NPS does not intend to pay for any information provided under this notice.

Project Name: Pacific Creek Landing

Location: Grand Teton National Park (GRTE), Teton County, WY, U.S.A.

Estimated Magnitude: Between $1,000,000 and $5,000,000

Estimated Period of Performance: 4 May 2020 - 25 June 2021

Project Description

The National Park Service is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for construction of a river boat launch and parking area at the Pacific Creek Landing in Grand Teton National Park.

The existing boat launch facilities are located just northwest of the Moran entrance station on the Snake River. The current development consists of a paved parking lot, restroom facility, access road, retaining wall structure, concrete boat ramp, and circulation area.

The basic requirements of this construction include the following scope items:

- Demolition of existing boat launch facilities and adjacent asphalt parking area.
- Excavation and Grading
- Tree Removal
- Site preparation
- Installation of storm water drainage system
- Landscape preparation (soil ripping and topsoil spreading) and reclamation of user created hiking trails
- Installation of (3) Vault Toilets and removal of (1) Vault Toilet
- Installation of concrete boat ramps
- Asphalt Paving and striping for vehicular access road and parking areas
- Installation of decorative concrete paving and concrete curbing
- Installation of site appurtenances including signage, exhibit footings, fencing, bike racks, picnic tables, and benches
- Rip Rap and boulder placement
- Slope Stabilization
- Assistance to 3rd party masonry contractor to include heavy equipment and operator that will include transportation, placement, and disposal of boulders and palletized stone

SITE VISIT, Industry Day:

A site visit and industry day will be held for this project during the pre-solicitation phase. Due to anticipated site conditions during the solicitation phase, this will be the ONLY SITE VISIT for this project. The projected solicitation phase will be early December through mid-January; this site will be unavailable due to snow loads during winter months.

Instructions for Interested Parties, Capabilities:

If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided for your company and any major proposed subcontractor. You must also provide a letter from your bonding company verifying your bonding levels. Include your firm's name, DUNS number, CAGE Code and identification/certification of business size and socioeconomic group in submissions responding to this notice.
