The Naval Air Systems Command (NAVAIR) intends to award two contract actions to The Boeing Company (Boeing), Seattle, WA, on an other than full and open basis The initial contract action procuring the design of the A-kit to a Critical Design Review (CDR) level of maturity is planned to occur before the end of FY17 with a 12-month period of performance (PoP). A follow on contract action procuring post-CDR design, development, building, testing, and qualification of the A-Kit; manufacture and delivery of A-Kits; and installation and integration into P-8A aircraft A-Kits along with WBSC radomes is planned to occur in FY18 with an overall PoP planned to end in FY22. Pursuant to DFARS 206.302-1(d) and PGI 206.302, a Sources Sought Notice was posted for this requirement on 18 April 2017.

The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing P-8A team, consisting of the Boeing Commercial Airplanes (BCA) and Integrated Development Systems (IDS) Divisions, is the sole designer, developer and manufacturer of the Boeing 737-800ERX P-8A airframe, as well as the sole integrator of systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis.

The 18 April 2017 Sources Sought Notice provided the opportunity for interested persons by 03 May 2017 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government has completed its review of all written information submitted on or before 03 May 2017 in response to the Sources Sought Notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation Notice. This notice of intent is not a request for competitive proposals.
