The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a modification to delivery order N00019-11-G-0001-3008 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis.  This contract action requires expertise in P-8A software, engineering, integration, and testing. The estimate period of performance of this effort is 1 December 2015 to 30 June 2016. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements."  Boeing is the sole designer, developer, and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the fleet software, and therefore is the only contractor with the requisite knowledge, experience, expertise and proprietary technical data that can meet the Government's requirements.  This notice of intent is not a request for competitive proposals.  Companies interested in subcontracting opportunities should contact Boeing directly.  Questions regarding this synopsis may be made in writing by e-mail, U.S. mail, or facsimile to the attention of Evan Riedell using the contact information provided in this synopsis.
