P-8A Peculiar Support Equipment
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Parker Hannifin Corporation, Irvine, CA for the procurement of a quantity of nine (9) each P/N 4013-1, NSN 1730-00-553-3202 Sling Removal/Installation, UARSSI Receptacle; a quantity of four (4) each P/N 4704-B001, NSN 6625-01-590-5363 GSE Test Port Fitting; a quantity of three (3) each P/N H24004-124-5, NSN 4920-01-590-6846 Test Hose Oxygen Analyzer; and a quantity of nine (9) each P/N 94-8136, NSN 4930-01-469-1775 Main Tank Sump Drain Tool in support of the P-8 platform.
The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. Parker Hannifin Corporation is the Original Equipment Manufacturer (OEM) and owns proprietary rights to the engineering data and detailed product drawings for the support equipment. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
