THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAVAIR) Lakehurst, NJ in conducting market research of industry to identify if there are alternate options to meet USN needs performance planning software tools that collectively will provide an accurate, portable and error tolerant electronic means of calculating aircraft performance for the P-8A. These tools include: MilPlanner, FliteDeck Pro, On-board Performance Tool (OPT) Database and OPT Software. Additionally, the NAV Database tool is required to provide Aeronautical Radio, Incorporated (ARINC)-424 navigational data and the packaging in a Navigational Data Base format readable by the Avionics Flight Management Computer (AFMC) for the P-8A aircraft. The ARINC 424 provides worldwide navigation reference information that is updated every 28 days and is required to operate the P-8A in accordance with Chief of Naval Operations Functional Requirements Document of Required Navigation Performance Area Navigation, Revision B (Change 1) of 8 December 2014. At this time, pending market research results, NAVAIR Lakehurst, NJ intends to negotiate on a non-competitive basis with Jeppesen Sanderson, Inc. (Jeppesen) 55 Inverness Drive East, Englewood, CO 80112. During developmental test, the P-8A Program Office determined that the outmoded practice of providing flight manual paper charts for calculating aircraft performance could not provide the accuracy and optimization required to meet mission radius and on-station specifications. Given the aircrafts technically advanced Flight Management Computer and capability to maximize performance with numerous flap and thrust combinations, the P-8A requires an accurate, portable and error tolerant electronic means of calculating aircraft performance. Aircraft performance requirements include: weight and balance; route planning; fuel required for flight; take-off performance; and landing performance.


THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.

With the response, include a point of contact, phone number, e-mail address, website information, DUNS Number, CAGE Code, and Business Size Status for the North American Industry Classification System (NAICS) code of this RFI. Any responses in reference to this RFI shall be submitted electronically to Contract Specialist, Colleen Reilly, at colleen.reilly1@navy.mil with the subject line "P-8A Software." All responses should be received no later than 10:00 AM Eastern, 08 March 2017.
