P-8A Liquid Air Palletized System (LAPS)
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis with Meggitt Defense Systems, Inc. (MDSI), 9801 Muirlands Blvd., Irvine, CA. 92618. The anticipated order is for the procurement of Liquid Air Palletized System (LAPS) in support of P-8A USN Aircraft. This action shall be procured pursuant of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." MDSI is the sole designer, developer, and manufacturer of the current P-8A LCS, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements in a timely and cost effective manner.
