P-8A Deployable Data Management Center (DDMC) Units
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-16-G-0001 to the Boeing Company (Boeing), Seattle, WA, on an other than full and open basis for the procurement of two Defense Security Service (DSS) accredited, Data Storage Architecture Upgrade (DSAU) configured P-8A Poseidon Deployable Data Management Center (DDMC-1) units and support and maintenance of one of the DDMC-1 units in a Government-furnished facility located at Whidbey Island, WA. Planned contract award is 1st quarter FY18. DDMC-1 deliveries are anticipated to occur in the 2nd and 3rd quarters of FY18 with support to the first delivered DDMC-1 unit to occur from date of delivery to one year after contract award.
The effort will be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is not only the sole designer, developer, and manufacturer of the P-8A Poseidon (as well as the sole integrator of systems), but is also the sole designer, developer and builder of the DDMC-1 unit (which interfaces with the P-8A aircraft) and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis.
