These Non- Destructive Inspection (NDI) accessory items are required for NDI technicians to perform numerous airframe maintenance and testing on P-8A aircrafts at the flight line. These requirements are in support of the P-8A Poseidon Program for the United States Navy and the Royal Australian Air Force.

The Government intends to issue a contract action on a sole source basis to Boeing Aerospace Operations (CAGE: 0LRY9) of Saint Louis, MO for the required PSE. The PSE was specifically designed, developed and manufactured solely by Boeing, the aircraft integrator of the P-8A model of the 737. This PSE has critical technology and Boeing retains proprietary rights to their functional design and corresponding technical data. The Government does not possess adequate data and/or rights necessary to allow for full and open competition. Furthermore, requirements for the NDI are derived from an analysis performed on the P-8 aircraft structure. Therefore, Boeing is the only authorized company that can provide the requirements because they are the sole owner of all of the technical data for the P-8 structure. The five (5) sets consist of multiple probes and test equipment to test unique features of the aircraft structure. The kits also consist of P-8 Reference Standards, which are comparison charts unique to the P-8. Probes, test equipment and standards are listed in Boeing's drawings, which the Navy does not have rights to. As such, the Government does not have sufficient engineering data or drawings to organically design the NDI kits to enable a competitive procurement.

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
