P-3C Taiwan Weapons System Trainer

The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for software engineering services on the Taiwan Air Force's P-3C Weapons System Trainer (WST) and a subsequent upgrade to the aircraft Tactical Mission System (TMS). Requirements include correction of existing subsystem discrepancies, and periodic and corrective maintenance to the WST device. The TMS upgrade shall also incorporate WST malfunctions and Date Processing/Display Control System equipment upgrades for stability. The required task shall be performed at the ASW squadron in Pingtung, Taiwan. This requirement is in support of PMA-290FC and the Taiwan P-3C Program.

The Government intends to issue a contract action on a sole source basis to CAE USA Inc. (CAGE: 2AA58) of Tampa, FL for the required system upgrades. As the Original Equipment Manufacturer, CAE USA developed and integrated the Taiwan unique WST and built the structure, hardware and software specifically for the Taiwan-specific flight mission requirements. As such, CAE USA is the only source that can provide this capability to satisfy the Taiwan Air Force/Taiwan Navy requirements. CAE USA is the only source with the requisite design knowledge, technical data, installation protocols, fabrication, performance and operational characteristics of the TMS capable of meeting the specific requirements, and is therefore, uniquely qualified. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not possess the source media and scripts necessary to organically design the WST to enable a competitive procurement.  
This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
