NASA Kennedy Space Center (KSC) is issuing this sources sought announcement as a means of conducting market research to identify parties capable of providing the requirements. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330.

There is no solicitation at this time. This request does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary, the Government assumes no financial responsibility for any costs incurred.


Description of Work:


- Provides PVS engineering expertise to KSC Pressure Systems Manager (PSM)
- Conducts reviews of ongoing PVS certification and recertification packages and their associated acceptance data packages
- Provides recommendations for improvements, corrections, and other issues with regard to compliance with NASA-STD-8719.17, NASA Requirements for Ground-Based Pressure Vessels and Pressurized Systems
- Participates in PVS Design Reviews and facility modification planning to ensure compliance with requirements of NASA, OSHA, ASME, National Board, and other consensus standards organizations
-Reviews In-Service-Inspection Program requirements for all KSC PVS
- Reviews design and procurement specifications for compliance with NPD 8710.5, Safety Policy for Pressure Vessels and Pressurized Systems, and NASA-STD-8719.17
- Conducts walk-downs of active PVS and makes recommendations to PSM to address real-time issues as they arise
- Provides expert advice and recommendations to identify, review, and evaluate specific PVS or categories of PVS that may be excluded from KSC PVS Program in accordance with NASA-STD-8719.17
- Documents rationale and processes PVS Assessed Hazard Exclusions as required
- Assists PSM with management of configuration management program
- Advises PSM on applicability of NPD 8710.5 and NASA-STD-8719.17 to contractor and tenant operations


Desired Skills: 5 years' experience working with national PVS codes

- Products/services available through existing Government contracts (i.e. Federal Supply Schedules)


The Government will evaluate market information to ascertain potential market capacity to provide products/services consistent in scope and scale as identified in this notice. The results of this market research may contribute to the possible development of the Government's requirement and in determining the method of procurement.


The Government will accept telephone inquiries; however, its preferred method for receiving information is through electronic mail. The Government will not provide feedback or evaluations to companies regarding their submissions.


Submission Instructions: Responses are due 4/3/17 at 4:00pm EDT. Responses shall be no more than 5 pages in length.
