The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for PUERTO RICO ARMY NATIONAL GUARD AT CAMP SANTIAGO, SALINAS, PUERTO RICO (PRARNG). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220- Commercial and Institutional Building Construction.

This is NOT a solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.


The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Contractor Community for both Small Businesses and Other Than Small Business. The Government must ensure there is adequate competition among the potential pool of responsible contractors.


This requirement is a Design Bid Build project for the Puerto Rico Army National Guard at Camp Santiago, Salinas, Puerto Rico. The areas of the buildings range from 6,206 SF to 242,609 SF. The work entails constructing three (3) separate and usable facilities to include:


1. PRARNG Enlisted Barracks


This project is to construct 242,609 SQFT Enlisted Barracks Transient Training and Transient Training Officers Quarters that houses unaccompanied enlisted personnel, officers, and authorized civilians who are conducting training at a location other than assigned home station that meet requirements for PRARNG. This facility will be built on Federal Land. No demolition is included in this scope of work as it will be executed prior by others. 100% Design will be completed prior to advertisement.


A specially designed Enlisted Barracks Transient Training and Transient Training Officer Quarters of permanent construction. Comprehensive interior design services are requested. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas and site improvements. Special work involved will include building facilities to withstand category five hurricane in order to minimize future damage. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E) Sustainable Design and Development Policy updated 2017. Access for individuals with disabilities will be provided. Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards will be provided.


2. PRARNG Dining Facility


This project is to construct 12,412 SQFT (2 each 6,206 SQFT) of Dining Facility that supports military personnel and authorized civilians, to be used by Active and Reserve Component units conducting training at Camp Santiago Training Center and the PRARNG. This facility will be built on Federal Land. No demolition is included in this scope of work as it will be executed prior by others. 100% Design will be completed prior to advertisement.


A specially designed Dining Facility Transient Training of permanent construction. The Dining Facility Transient Training includes the following items that are integral to the facility; Organizational Vehicle Parking (Paved). Comprehensive interior design services are requested. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas and site improvements. Special work involved will include building facilities to withstand category five hurricane in order to minimize future damage. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E) Sustainable Design and Development Policy Updated 2017. 3. PRARNG Company Headquarters


This project is to construct 84,620 SQFT (12 each Company Headquarters Buildings, 3 each Battalion Headquarters Buildings, 1 Brigade Headquarters Buildings, and 3 Cleaning/Maintenance Buildings) space to perform daily administrative and supply activities to be used by Active and Reserve Component units conducting training at Camp Santiago Training Center and the PRARNG . This facility will be built on Federal Land. No demolition is included in this scope of work as it will be executed prior by others. 100% Design will be completed prior to advertisement.


A specially designed Company Headquarters Building, Transient Training of permanent construction. The Company Headquarters Building, Transient Training includes the following items that are integral to the facility; Brigade Headquarters Building, Battalion Headquarters Buildings, Cleaning/Maintenance Buildings and Organizational Vehicle Parking Paved. Comprehensive interior design services are requested. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas and site improvements. Special work involved will include building facilities to withstand category five hurricane in order to minimize future damage. Estimated Magnitude of Construction Projects is between $125,000,000 and $165,000,000 with an estimated period of Performance of is  3 years or 1095 calendar days.


Firm's response to this Synopsis shall be limited to (10 pages and shall include the following information:


1. Firm's name, address, point of contact, phone number, website, and email address.
2. Firm's interest in bidding on the solicitation when it is issued.
3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute comparable work performed within the past 7 years. Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. Ensure your firm submits a substantiated statement that demonstrates its ability to execute the work and any experience it has working in Puerto Rico.
4. Firm's Business category and Business Size -Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.
5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable - existing and potential.
6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company.
7. Indicate if by combining these locations and project work, does this impact you firm's ability to compete for these projects.


All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy.
