The Ports vision for the public notification and warning system involves a system of public address kiosks that will be placed in outdoor areas throughout the port. The kiosks will have the ability to communicate with the general public through a speaker system and a visual prompt and provide information via a monitor or LCD screen. The public notification and warning system project will be a multi-phase project. The contractor will be expected to provide a turnkey solution from design and test through full implementation. A solution that provides for deployment flexibility and mobility is highly desirable.
Phase I - Develop a plan
During the initial phase, the contractor will analyze the Port complex and design a solution that will best suit the needs of the entire port complex. The contractor deployment plan will identify the number of units required to achieve port objectives for the public notification and warning system. The plan will:
3

Assess current capabilities and determine needs for new equipment

Recommend type, amount, and location of specific equipment

Identify software, hardware and integration capabilities
An integral part of this study will include coordination with port tenants to determine what systems, if any, currently exist in the port.
Phase II System & Equipment Test
The contractor will provide software, hardware and equipment to run a test of the system. The test will include at least one public notification and warning kiosk unit and outdoor speaker array. The test will demonstrate that the equipment, software and system integration meet the Ports requirements.
The Port will evaluate the performance of the test and make a determination whether to proceed with the system deployment plan (Phase III).
Phase III - Deploy System Port-Wide
Upon evaluation of the performance test, the Port may approve the full deployment plan. Upon approval of the Port, the contractor will provide equipment, software, and hardware to install and integrate a complete port complex-wide public notification and warning system.
