Department of Homeland Security (DHS)/Federal Protective Service (FPS) Region 3 has a requirement to obtain armed protective security officer (PSO) services throughout metropolitan Philadelphia and the State of Delaware. A competitive 5-year indefinite delivery-indefinite quantity (IDIQ) contract consisting of a 1-year base, four 1-year option periods, and a six month optional period available under FAR 52.217-8 for PSO services is contemplated to maintain continuity of operations and ensure that FPS meets its mission requirements of safeguarding federal employees and federal property, as well as visitors to the various locations.
The required class of security guard services is Guard II, and FPS requires a mix of fixed and roving armed PSOs providing interior and exterior coverage at the sites. These essential security services include access control to facility entrances and exits, employee and visitor identification checks, monitoring security equipment, and roving
patrols of the interior and exterior of federal facilities. The Northern American Industry Classification System (NAICS) code for this requirement is 561612, which falls under the scope of Protective Guard Services.
