PROPERTY SECURITY SERVICES
The PORTLAND DEVELOPMENT COMMISSION (PDC or Commission), the urban renewal agency
for the City of Portland, Oregon is seeking sealed Proposals from qualified and experienced firms for the
provision of Property Security Services on an as-needed basis through a Flexible Services Contract.
The contract is anticipated to start on or about April 1, 2009. The initial contract will be awarded for a one
year period with PDC reserving the right to extend the contract for two years, not to exceed a total of
three years. The value of each consultant contract is anticipated to not exceed $100,000 for a three year
period. Specific project work will be assigned, amended and/or deleted under the established contract
through a Work Order, sample form Attachment A, (copy attached to this RFQ). The Commission, at
their sole discretion and with the concurrence of the Contractor may amend the contract as deemed
necessary and in the best interest of the Commission. Rate schedules provided by the Contractor shall be
used for all work resulting under this contract and are binding unless otherwise amended or approved by
the Commission. The Commission, at its discretion, may amend, extend or terminate any or all contracts
to reflect the change in projected needs. The Commission makes no guarantees of work under the
Flexible Services Contract arrangement.
