QUESTIONS AND ANSWERS:
Q: I see the bid and amendments, but I don't understand the bid. I can't find quantities and how many per delivery date.
A: There is no preset delivery date until ordered; items will be ordered as needed. Fill in pricing for years on the exhibits that are part of the solicitation starting on page 28 - 65.
Q: The questions we have pertaining to the above referenced Solicitation are:


As you know, tariffs for items from China, were increased last Friday to 25%. We plan to quote the items listed to include this level of tariff, however if the tariff is decreased, we will pass that decrease on to you, our customer. How would you like us to handle that on our proposal?
A: If there is a decrease then you would (if awarded the contract) inform the Contracting Officer of the price change and a modification to contract would be done.


Item list from Retiree Appreciation Day:


Item #2 - Rocket Charger. What capacity in giga-bytes do you want for this item?
A: Peak output of 900mA and a continuous output of 600mA. Input: 12-24 Volts. Output: 5 Volts/1 Amp. 2 1/4" W x 15/16" H.


Item #4 - Super Sipper Bottle with Straw. The solicitation requests a clear straw, however the item specified comes with a same-colored straw as the cup. Do you want us to quote an alternate item with a clear straw or accept this item as is, with the same-colored straw?
A: Clear or colored straw will do.


Item #5 - Tote Bag with Zipper. Would you like pricing for Silk Screened or Embroidery decoration on this item?
A: Silk screened.


Q: Questions


1. Since April 2019 has passed are the items for delivery the April Fair been deleted or has the date moved?
A: The next fair will not be until September - fill how many days needed form making to delivery is needed by your company and order will be placed ahead of time to allow for this.


2. If moved, what is the new delivery date.

3. Are the bags for all three events the same zippered?
A: Quote what is asked for on the exhibit.


4. Can you specify the "various colors" of the canvas bags.
A: Offer what colors are available.


5. Will all art be provided in Vector Art files (.ai or .eps)?
A: JPG High resolution.


6. What is meant by "20 oz. water bottles (all colors)"Can you specify the colors.
A: What ever colors you can offer, list them.


7. Are the water bottles for all three events the same 20 oz bottle/colors?
A: Fill in pricing on what is listed on the exhibits.


8. For the items to be used at more then one event (canvas bags, baby burpee cloths, 20 oz water bottles, and breast self-exam shower cards) all be delivered with the initial shipment?
A: A typical historical order included: 500 bags, 500 water bottles, 500 bibs, 500 beanies, 500 comb and brush sets, 500 burp pads, 500 first-aid kits and 500 shower cards.


All items will not be ordered for an event; however since this is a five year contract there is a need for a variety of priced items to choose from.


9. Can you provide renderings/photos and specifications for the: Baby burpee cloth; The newborn baby beanies; The jar lid grippers; The day and night weekly pill box organizers; The writing assorted color pens, and; The jotter note pads with pens?

10. What is the delivery address(es) for the three groups of Items? Does it(they) have a loading dock?
A: Womack Army Medical Center, 2817 Reilly Road, Fort Bragg NC 28310. Yes they have a loading dock.

Q: 1. The deadline for questions is May 20 at 11am Eastern.
A: 24 May 2019 at 10:00 am eastern.


a. When will the responses to the questions be posted to FBO?
A: 24 May 2019 at 12:00 am eastern.
b. Can the deadline for submission of proposals be extended to allow time to incorporate information from the Q and A?
A: It has been extended to close 3 June 2019 at 11:00 am eastern time.
2. Form 1449 lists the response deadline as "May 23, 2019 at 9:00 am Eastern". The last paragraph on page 2 of the posting on FBO says "All responses will be received no later than 20 May 2019 at 11am Eastern". Please verify the deadline for delivery of quotes.
A: See above for answer. FBO is a add to document; look for latest posted date.


3. The Synopsis of the posting on FBO lists this opportunity as "100% Small Business Set-Aside". Form 1449 lists the opportunity as "Woman-Owned Small Business set-aside". Please clarify.
A: Amendment 001 to the solicitation changed it to be 100% Small Business Set-Aside.
4. Page 1 of the posting on FBO provides instructions for submission of offers. The last paragraph on the second page states "This is not a request for quotes at this time". Please verify that the government is seeking quotes at this time.
A: The solicitation has been posted requesting proposals with a closing date of 3 June 2019, 11:00 am.

5. Are sample products required to be submitted with the proposal in addition to the photos in the technical response? If so, where should these items be sent?
A: No sample products are required; only photos.


6. Page 69 of the RFP lists the basis for award as "Lowest Priced Technically Acceptable (LPTA)". The quantity of each item ordered from the supplier impacts the cost of each item. To ensure that all bidders are providing the same information for consideration, can the government provide an estimated annual quantity for the items included in the solicitation? Or, as an alternative, will the government provide a quantity of each item for purposes of the response to ensure consistency among all responses?
A. There is no set quantity; prices will be evaluated fairly by using a one each price divided down from the discounted bulk quantity.


7. When quoting, can quantities for items that will be used for multiple events be combined (to secure a lower unit price for that specific item)?
A. No; but when you list your prices you can list- say "price for 200 vs price for 400"


8. Are pre-production samples of products required?
A: No, just quality photo will do.


9. Please elaborate on product packaging requirements (i.e. shrink wrap items on pallets, pallets can only be a certain height, boxes can only weigh up to a certain amount, etc.).
A: Boxes should not weigh more than 50lbs per box max.


10. Can the government provide the following information regarding shipping?


a. Delivery location(s) for each fair?
A: No, all deliveries will be delivered to Womack -address in previous questions.
b. Can multiple item types be delivered in one package?
c. A: Yes, long as packing slip accounts for all.
c. Are there special requirements for shipping:


* Is an inside delivery required?
A: No
* Are there specific hours to receive deliveries?
A: 8:00 am until 4:00 pm Monday through Friday.
* Do pallet need to be shrink wrap pallets?
A: No
* Is there a weight limit on Individual boxes (cannot exceed a certain weight limit)? A: 50lbs per box max
* Is there a height limit on pallets (cannot exceed a certain height)?
A: 5 foot limit.
* Will the delivery vehicle need to include a lift gate (or is a dock available)?
A: Dock available.


11. Does "personalization" refer to adding the WOMACK logo to items?
A: Yes, or baby feet.
12. Are there any other characteristics considered at personalization of listed items? If so, please describe.
A: No.

Each item is listed 3 times; 1st is for if we purchase each's, 2nd is for if we purchase volume (state volume needed discount) and 3rd discounted price with personalization. If setting fees are only a one time charge please note.
