Orange Avenue, Orlando, Florida 32801. A Qualification Statement Instructions document may be obtained free of charge at the Department of Public Works, 8th Floor reception desk, City Hall, from 9:00 a.m. to 4:00 p.m. beginning Monday, July 20, 2009.
