PRODUCT DEVELOPMENT LEAD FACILITATOR
NASA/GSFC has a requirement for services to facilitate, evaluate and provide feedback of the current GSFC Product Development Lead (PDL) Program in accordance with the Statement of Work. This work includes the full spectrum of orientation and workshops for each session, Winter; Spring & Fall. There will be a total of four (4) PDL offerings in 2015 and 2016 in which each offering includes six (6) workshops and one (1) orientation that ranges from half-day to full day workshops. Scheduled Period of Performance: July 14, 2014 through July 13, 2016 NASA/GSFC intends to purchase these services from Sandra Nutting; which provides current or newly assigned PDL Engineers with practical application learning activities to emphasize and reinforce key subject areas relevant to PDLs. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 7, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
