PROCUREMENT ASSESSMENT CONSULTANT
The Authority (Authority) is seeking Proposals from qualified vendors to conduct a thorough and comprehensive assessment of the procurement practices utilized by the Authority. The assessment will focus primarily on, but will not be limited to: (i) procurement policy and procedures, (ii) expenditures and spending patterns of the organization, (iii) best practices in process and procedures.
The engagement will be segmented into two phases. During Phase I the selected vendor will be required to conduct a review of the Authoritys procurement process, develop process flow charts and document the current policy and procedures. The selected vendor will identify risk areas where process improvements are needed. The vendor will also identify opportunities for process improvements where measurable productivity gains can be realized. Furthermore, the vendor will be responsible for preparing and delivering a Procurement Policy and Procedures Manual for the approval of the Authoritys Board of Directors.
Phase I will be quoted on a fixed fee basis with an expected duration of six months to one year. During Phase II the selected vendor will act as an expert consultant to the MPEA on various procurement matters, on an as-needed basis. Phase II will be quoted on an hourly rate. Phase I and II are a total of three years.
