The scope of this acquisition is for a Firm Fixed-Price, Long Term, Indefinite-Quantity Contract under FAR Part 12 procedures. This acquisition is composed of (2) NSNs, that support FSC 6650 (Optical Instruments, Test Equipment, Components, and Accessories). This contract will not exceed a total of five years, which includes a 3-year base period, and the potential for (2) one-year options. Option renewals would be at the discretion of the government. A potential for price escalations for base-years 2 and 3, as well as the option years will be considered.


This acquisition is for supplies for which the rights to use the data needed to purchase the parts from additional sources are not owned by the Government and cannot be purchased (CLIN 0001). In addition, some parts require engineering source approval by the design control activity in order to maintain the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity (CLIN 0002).

Therefore, the Government intends to solicit and contract with only approved sources and their suppliers under the authority of 10 U.S.C. 2304(c)(1). Approved sources: Lockheed Martin Sippican, Inc. (Cage 16848).

While price may be a significant factor in the evaluation of offers, the final award decision may be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation.
