1. Title:
Backflow Preventer Testing & Inspection, and Maintenance, Southeast Louisiana Veterans Healthcare System, 2400 Canal Street, New Orleans, LA 70119
2. Purpose:
The Southeast Louisiana Veterans Healthcare System (SLVHCS) hereby issues the following Sources Sought to seek contractors with the capability to provide SLVHCS with all labor, transportation, equipment, materials, tools, supplies, personnel, supervision, incidental engineering, and management required to provide Backflow Preventer Testing & Inspection, and Maintenance in accordance with the Joint Commission, American Society of Safety Engineers (ASSE), American society of Mechanical Engineers (ASME), National Fire Protection Association (NFPA) 99, NFPA 101, National Institute of Standards of Technology (NIS), American society of Sanitary Engineers, American National Standard Institute (ANSI).
3. Objective:
Find qualified and certified contractors with the capability to provide the Backflow Preventers testing & inspections, and maintenance. The Contractor shall be licensed and certified to provide the testing & inspection, and maintenance services specified in the Performance Work Statement. The Contractor shall hold current and valid certification, ensuring all qualifications meet the requirements as stated in the 2015 version of NFPA 99. Any personnel representing the contractor and performing the actual inspections and maintenance shall also be qualified.
The Contractor shall use testing equipment that is calibrated and adheres to the standards and criteria set forth by the National Institute of Standards and Technology (NIST), as recommended by the ISO-9001 requirements.
All work must satisfy the recommendations and requirements of the most current edition of NFPA 99, NFPA 101, NEC, ASME, ASSE, TJC, NIST, and VA directives.
4. Place of Performance:
Southeast Louisiana Veterans Healthcare System (SLVHCS), 2400 Canal Street, New Orleans, LA 70119.
5. Responses Requested:
Is the Contractor certified to meet all government requirements and objectives?
Contractors shall provide their points of contact name, address, telephone number and email address; the company s business size, and Data Universal Numbering System (DUNS) Number.
What is the Contractor s business size? For instance, Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HubZone, 8A, etc.? Please provide proof of qualifications.
Provide in your capability statement a list of active contracts for commercial, federal, state and local governments.
Is your company available under any Government Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreements (BPA)? If so, please list the contract number and a brief summary of the products and services provided.
Provide a short summary of your potential approach to this type of contract and meeting the specific requirements per the draft Performance Work Statement and your experience managing similar contracts with similar requirements.
6. Opportunity:
SLVHCS is seeking information from potential contractors on their ability to provide this service. THIS IS A REQUEST FOR INFORMATION ONLY. Contractors are encouraged to provide responses in order to assist SLVHCS in determining potential levels of competition available in the industry. Contractor shall possess the capability to provide all requirements and objectives.
7. Instructions and Response Guidelines:
Responses are due by March 30, 2017 at 12:00 p.m. (CST) via email to Deborah.newman2@va.gov. Telephone requests or inquiries will not be accepted.
The subject line shall read: VA256-17-N-0442 Backflow Preventer Testing & Inspection, and Maintenance Service Contract. NO SOLICITATION EXISTS AT THIS TIME.
Please provide the information you deed relevant in order to respond to the specific inquiries of this Sources Sought. Information provided will be used solely by SLVHCS as market research and will not be released outside of the SLVHCS Procurement and Contract Team.
This does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB) or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information is preliminary as well as subject to modification and is in no way binding on the Government.
In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a solicitation is released, it will be synopsized in the Federal business Opportunities (FedBizOpps) website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this Sources Sought, or future solicitations.
