PPP CANADA TRAINING INITIATIVE
PPP Canada Inc. (PPP Canada) is inviting Proposals for the development, implementation and delivery of an employee training program that focuses on public private partnerships.
PPP Canada is a Federal Crown Corporation that was incorporated on February 12 2008 pursuant to the Canada Business Corporations Act.
PPP Canada was designed to spearhead the Government of Canadas efforts with respect to Public-private partnerships (P3s). Within PPP Canada the government established the P3 Canada Fund ($1.2 B) to fund the delivery of infrastructure investments through public private partnerships.
PPP Canadas objects as outlined in its articles of incorporation include:
-Assess P3s at the federal level in accordance with criteria established by the Treasury Board;
-Advise on the execution of P3s at the federal level;
-Act as a source of expertise and advice on P3 matters.
-Assess the suitability of P3 projects seeking funding from federal infrastructure programs in accordance with criteria established by or pursuant to Treasury Board authorities;
-Manage the P3 Canada Fund in accordance with the policies and authorities established by the Treasury Board;
-Negotiate, sign and administer agreements to be funded through the P3 Canada Fund in accordance with the policies and authorities established by the Treasury Board
PPP Canadas operations started in 2009 and in September, the inaugural round for project applications under the P3 Canada merit based fund was successfully launched and applications from various Canadian jurisdictions were received. PPP Canadas first funding announcement occurred on May 10, 2010 and Round 2 for funding applications opened on May 12, 2010.
Projects submitted are assessed on a preliminary basis for eligibility followed by a comprehensive assessment for eligible projects. Documentation is also negotiated and executed with projects recipients.
This requires PPP Canada employees to conduct detailed due diligence of all project aspects, namely of business cases, procurement processes, proposed contractual arrangements and value for money reports. In addition, PPP Canada may also have to provide guidance and advice on P3 best practices. It should however be noted that PPP Canada is not currently engaged in the management of procurement processes. The various jurisdictions manage their own procurement with support and guidance from PPP Canada.
The training program will be attended by employees who have different academic backgrounds, varying levels of working experience as well as P3 experience and have different levels of responsibilities within the organization.
Not all employees can attend training sessions at the same time. Therefore, each session will have to be given to two groups.
The scope of work consists of the following:
a) Designing, in cooperation with PPP Canada, a customized training program
b) Developing, in cooperation with PPP Canada, customized training and learning material
c) Delivering training sessions
The main objective of the training program is to improve the skill set of employees mainly in relation to the due diligence review described in the previous section (business cases, procurement processes, contractual arrangements and value for money reports).
When pertinent, the training program should compare methodologies and practices used across Canada (i.e. Infrastructure Ontario, Infrastructure Quebec, Partnerships BC, etc.).
