THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in FAR part 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.

Solicitation number M2710019Q1402 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12.  The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 2005-101 and DFARS Publication 20181026.


The Special Purpose Marine Air ground Task Force 19.1 intends to solicit and award a Firm Fixed Price Contract for Portable Fire Suppression System.  This solicitation is issued as 100% Small Business Set-aside and the North American Industrial Classification System (NAICS) code for this requirement is 339999 with a size standard of 500.

All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation


Supplement (DFARS) provisions and clauses are contained in SF 1449 M2710019Q1402 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with


FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision.


The basis for award is lowest price technically acceptable (LPTA). The Government award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the technical acceptability factor as outlined in CLIN 0001 of the attached SF1449. The successful offeror must have an acceptable past performance rating. Offers shall be ranked in order of lowest price to highest price. The lowest- prices offer shall be evaluated first. If the lowest-prices offer is technically acceptable, no other offers will be evaluated.


Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.  Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.  All other additional contract requirement for this acquisition can be found in the attached SF 1449.


 Any/all questions on this RFQ shall be received by this office No Later than 1 day prior to close of RFQ.


 The closing date and time for this solicitation is 21 December 2018 at 1:00 PM (EST).
