The Department of Veterans Affairs, VISN 15 has a requirement to Construct Patient Parking Garage-Design Build (D/B) located at the Kansas City VA Medical Center, 4801 East Linwood Blvd Kansas City, MO 64128.

This notice is posted IAW Far 19.804.2. This project proposal is limited to qualified SDVOSB firms who are located in the United States with Design- Build capabilities under NAICS Code 236220. Solicitation: VA255-17-R-0134 Contract Type: Firm Fixed Price, NAICS: 236220, Commercial and Institutional Building Construction, Business size is $36.5 million, Title-Description of Requirement: PN 589-CA3-370 Construct Patient Parking Garage-D/B. The awarded contractor will design and build a New Patient Parking Garage at the Kansas City VA Medical Center, located at 4801 Linwood Boulevard in Kansas City Missouri 64128.

The general scope of work for the Design-Build Project:B The following Narrative is intended to provide an overview of the scope of work of the Proposed Patient Parking Garage at the Kansas City, MO VA Medical Center:

The footprint of the proposed garage is approximately 240 x 120 with 332 spaces on four levels.B The New Parking Garage site is adjacent to the main Medical Center.

The garage will be designed and constructed by the design-build team. The basis of design drawings and specifications include the following features:

Site development will include the removal of 94 existing parking spaces, removing and relocating existing utilities, removing existing site lighting, and modifying existing drives and sidewalks. An existing steam tunnel runs through the center of the existing surface parking. It is not in service, but must remain in place, due to utilities that occupy the tunnel. The foundation system of the new structure is designed to accommodate the existing concrete tunnel structure.

The structural system will be pre-cast or cast-in-place concrete over a concrete pier foundation system.B

The building exterior includes precast concrete, masonry, metal panels, glazing, standing seam metal roofing, and a steel tube frame system with stainless steel cable barrier.B A covered canopy and ramp system connects the garage to the existing medical center.B Two elevators and two stairways are included.

Electrical power and lighting will include both normal and emergency power, building lighting, and security system.

The fire protection system will utilize dry standpipes at both ends of the building with a fire department hookup near the vehicle entrance to the garage.

The mechanical/HVAC systems will be minimal and includes heating, ventilation and cooling for various spaces within the garage.

Plumbing includes domestic cold water in the lower level, garage drainage for water intrusion caused by vehicle dripping, and storm water drainage from the upper floor.


Completion time from NTP is 700 calendar days. The facility location: VISN 15/ Kansas City VAMC 4801 Linwood Blvd Kansas City Mo 64128. The estimated cost magnitude is between $5,000,000 and $10,000,000.

This procurement is a two (2) Phase Design/Build, In Accordance With (IAW) FAR Part 36.3. One solicitation will be issued covering both phases. In Phase One, proposals will be evaluated to determine which offerors will be submitting proposals in Phase Two. The CO will notify all offerors of their status. Selection of an offeror for contract award will be made based on an assessment of each offeror s response to the Request for Proposal (RFP). The Request for Proposals (RFP) solicitation is based on the Best Value Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1 Tradeoff Process, the VA will make the award to the best value evaluated proposal meeting or exceeding the acceptability standards for the evaluation factor and significant sub-factors in the solicitation.

The solicitation package with the specifications and drawings should be available for download on or about December 20, 2017, and the proposal due date will be on or about January 19, 2018. An organized site visit will be scheduled and specific date and time will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
