In addition, GPNTS RFI Sections 1.2 and 3.1 has been revised to extend the due date for white papers from 13 August 2015 to no later than 27 August 2015 at 14:00 Pacific Time.*******UPDATE 29 June 2015: Additional GPNTS technical documentation has been uploaded to the NESI secure site. No additional action is required of firms that have already obtained NESI access. Instructions for how to obtain NESI access are contained in Section 2.4 of the GPNTS Request for Information (RFI). *****22 May 2015 ORIGINAL: The Space and Naval Warfare Systems (SPAWAR), in support of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) Communications Program Office (PMW/A 170) is seeking information from industry regarding the a future competitive procurement of Global Positioning System (GPS) Based Positioning Navigation and Timing Service hardware. GPNTS receives, processes, and distributes three dimensional position, velocity, acceleration, attitude, time and frequency in the formats required by shipboard user systems. GPNTS is a single Program of Record (POR) for U.S. Navy ships as well as potential U.S. Coast Guard (USCG) and Foreign Military Sales (FMS) platforms. The Navy plans to install GPNTS systems on the following platforms: Carrier, Fixed Wing Aircraft, Nuclear (CVN), Guided Missile Cruiser (CG), Guided Missile Destroyer (DDG), Littoral Combat Ship (LCS), Amphibious Assault Ship - General Purpose (LHA), Amphibious Assault Ship Multipurpose (LHD), Amphibious Transport Dock (LPD), and Landing Ship, Dock (LSD). GPNTS is being designed to accommodate back-fit of current legacy PNT systems and forward-fit of new platforms, in accordance with the GPNTS Technical Requirements Document (TRD) and Statement of Work (SOW). The GPNTS system is currently being developed using a commercial, open-systems architecture approach, to meet user requirements in a net-centric Service-Oriented Architecture (SOA) environment. The GPNTS system incorporates embedded Non-Developmental Item (NDI) military-grade Selective Availability Anti-Spoofing Module (SAASM) GPS receivers, and includes anti-jam GPS antenna systems as Government Furnished Property (GFP). The GPNTS system includes three (3) configurations, Configuration A (one rack) for smaller surface combatants, Configuration B (two rack) for large surface combatants, and Configuration C (three rack) for large surface combatants requiring Synchro Generation capability. In addition, the U.S. Air Force GPS Directorate is currently developing Military Code (M-Code) capable Military GPS User Equipment (MGUE). MGUE is currently planned to be available for GPNTS integration and test in Fiscal Year (FY) 16. Pending the results of this effort, the GPNTS program will decide whether to initiate production with an M-CODE configuration, or transition from the SAASM configuration to M-code at a point in time after GPNTS has entered production. The GPNTS Technical Data Package (TDP) has been uploaded to the Net Centric Solutions for Interoperability (NESI) secure website; the GPNTS software source code and software documentation will be uploaded in the near future. Instructions on how to obtain NESI access are provided in Section 2.4 of the RFI. The Government desires industry to review and provide comments on the completeness and adequacy of the data to support a competitive procurement of GPNTS hardware and software support. This RFI is being conducted in two steps. First, questions and comments from industry on the GPNTS TDP and software source code/software documentation shall be submitted to the Government not later than 30 June 2015. After Government review and responses to questions and comments, interested parties are requested to respond in writing to this RFI with a white paper. Details regarding the format and content of white papers are contained in the RFI document. White papers are due not later than 1400 Pacific Time, 30 July 2015.
