PMA-201 Supplies and services to Support Harpoon Tactical Training Program
The Naval Air Systems Command (NAVAIR) Precision Strike Weapons Program Office (PMA-201) intends to enter into sole source negotiations and subsequently award a Basic Ordering Agreement (BOA) to Zenetex, LLC, for the period of 01 October 2018 to 30 September 2023. The BOA will cover the procurement of upgrade, development, integration, and testing for Harpoon Embedded Trainer (HET), Harpoon Interactive Tactical Training System (HITTS), Harpoon Tactical Training Program (HTTP), Harpoon Land Based Training System (HLBTS), Harpoon Employment Training Aide (HETA), Standoff Land Attack Missile-Expanded Response (SLAM-ER) Proficiency System (SPS) training aides, and other Harpoon and SLAM-ER related training products. This BOA will cover supplies/services for United States Navy (USN) and Foreign Military Sales (FMS) customers to support the upgrade, development, integration and testing of software and training devices; development and revisions to manuals and other related documentation as well as training classes and briefs for the training systems; engineering and logistics support; and technical data development and revision.
This BOA is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.
Effective 01 January 2018, Delex Systems, Inc. (Delex) entered into a novation agreement with Zenetex, LLC. As a result, Zenetex, LLC became entitled to all rights and titles of interest of Delex. Delex is the sole designer, developer and manufacturer of the Harpoon Tactical Training Program and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. Delex developed Harpoon Block II Missile training systems at their own expense, so the Government has restricted rights to the software. Accordingly, Zenetex, LLC is the only known, qualified, responsible source that can fulfill the requirements herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
