PMA209 E-6B ARC-210 RT-1939 to RT-1939A Conversion
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source Delivery Order under Basic Ordering Agreement (BOA) N00019-11-G-0018 to Rockwell Collins, Inc., 400 Collins RD NE, Cedar Rapids, IA 52498-0505 for the conversion of ninety-one (91) RT-1939(C)/ARC-210 radios (Rockwell Part Number 822-2408-001) to RT-1939A(C)/ARC radios (Rockwell Part Number 822-2408-002) for E-6B aircraft assigned to CSCW-1 EKMS Account #193278, Tinker Air Force Base, OK. This order will also include the necessary programmatic and technical support for on-site conversions at Tinker Air Force Base, OK.
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." Rockwell Collins is the sole designer, manufacturer, and supplier of the RT-1939(C)/ARC-210 radios. As such, Rockwell Collins is the only contractor that has the requisite knowledge, experience, and technical data to perform the above tasks to support the E-6B requirement. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
