The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for Pleasant Point Reservation, Emergency Shoreline Protection project located in Perry, Maine. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 237990. The project is planned to be issued on or about May 2020. The project is expected to take approximately 3 to 4 months to complete construction. The estimated construction cost is between $1,000,000.00 and $5,000,000.00.

The Pleasant Point emergency shoreline protection involves constructing a stone revetment along 1,500 linear feet of shoreline, which endures a 20-foot tidal range, located in front of tribal housing and other tribal facilities on the Pleasant Point Reservation. The original revetment was constructed in the 1980s, but has since deteriorated. This project intends to rebuild the structure entirely by placing new 1-ton stones and associated cobble and gravel filter layers in order to protect the shoreline. The work for this project will also include the modification of up to 5 storm-water drains that will extend through the structure. Staging areas will be located on the Pleasant Point Reservation, which is owned by the Passamaquoddy Tribe (project sponsor). The Passamaquoddy Tribe has adopted Tribal Employment Rights Ordinance (TERO)
No. 1 at the Pleasant Point Reservation.
