PIPES AND FITTINGS
1. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation.
2. This requirement is being solicited as Request for Quotation (RFQ). The RFQ number is NIH-RFQ-5228434.
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, dated 5-06-2019.
4. This requirement is solicited as a full and open competition. The North American Industrial Classification System (NAICS) code for this procurement is 326122 and 331511.
5. Items: The vendor shall provide all items in the quantities as specified in Attachment 01 to this notice.

6. Quotation Requirements:
RFQ No. NIH-RFQ-5228434 must be referenced on the quote and in all email subject lines. Vendor's delivery time must be specified in the quote and may be considered in determining the purchase order awardee. Vendors must quote on each line item listed to be considered; partial quotations will not be considered for award. The quote must provide both the single quantity item and total quantity item pricing. Quotations must be submitted in the exact format provided in Attachment 01. Quotations must include any applicable shipping costs as a separate line item.
7. Delivery and Acceptance
Deliveries required by the contractor shall be made F.O.B. destination to the address/addressee listed below:

Unless otherwise specified, deliveries shall be made to the delivery point specified above, Monday through Friday excluding Federal Holidays, between the hours of 8:30 a.m. and 4:30 p.m. Eastern Time. Supplies or services scheduled for delivery on a Federal holiday shall be made the next business day.

The provision 52.212-2 incorporated above is completed as follows. Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined "Technically Acceptable" the offeror must meet or exceed all specifications of the item listed. Award will be made to the vendor whose proposed equipment meets all specifications whose total price is the lowest quote, and who provides the most desirable delivery time.

11. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2018), applies to this acquisition and no addenda to the clause are included.
