Combined Synopsis/Solicitation
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Repair and overhaul the Fast Rescue Boat (FRB) on NOAA Ship PISCES

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


Solicitation number NMAN7200-20-00077 is issued as a request for quotation (RFQ).


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06.


This acquisition is a total small business set-aside under NAICS code 336612, Boat Building, with a size standard of 1,000 employees.


Line items are as follows:


CLIN0001 Complete repairs to the FRB on NOAA Ship PISCES
Review of SOW for further details.


Date(s) and place(s) of delivery and acceptance and FOB point.
Period of Performance will be TOA - 13 December 2019
Place of Performance as stated in the Statement of Work Attached.
Please see attached Statement of Work for details.


Additionally, each offeror must provide the following information with the quote:
1.    The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any.
5. Address the ability of meeting the requirements per the Specifications.
6. Vendor must be an authorized Service Center/Distributor for Zodiac Hurricane/OEM. Documents stating authorized distributor or service center of Zodiac brand equipment by the OEM is required. If not provided with quote, it may be excluded from consideration.


All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 09:00 A.M. Eastern on October 25, 2019; any award resulting from this RFQ will be made based on best value when compared to OEM Authorized distributor/service center, delivery, availability, and price. Quotes and Documents stating authorized distributor or service center of Zodiac brand equipment by the OEM must be submitted to Christopher Baker at Christopher.Baker@noaa.gov


All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on October 23, 2019. Telephonic requests will not be honored. The anticipated award date is on or about October 25-28, 2019. 


Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted). All interested parties wishing to submit a quote (Quoters) must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
