THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals.

Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated.

The purpose of this RFI/sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small or Large Businesses interested and capable of providing the services described below.

OVERVIEW:
1). Network Contracting Office (NCO) 15 is seeking services on behalf of the VA Heartland Health Care Network (VISN 15) requiring online web access to a cross-searchable medication, toxicology, patient education and disease state information database. The online platform must allow quick searches across all resources simultaneously in one search statement. Access is 24/7 for VISN 15 staff and reduces the need for multiple individual copies of expensive resources. The software will include clinical intervention documentation, ward inspection database documentation, quality assurance documentation, formulary management tools and drug information hyperlinks within documentation forms.

2). The VA Heartland Health Care Network requires online access to a product that shall provide, via one interface and one search platform access to the comprehensive databases regarding:

Alternative and Herbal Medication
Comprehensive Medication Monographs
Adverse Drug Reactions
Patient Education Material (disease and drug)
IV Compatibility Charts/Tables/Query tools
Toxicology/Poison Control
Pharmaceutical Product Identification
Drug Interaction Reports
USP Standards for Pharmacy

3). The NAICS for this acquisition is 511120 - Periodical Publishers with a size standard of $15 MIL

SERVICES TO BE PROVIDED:
Databases provide drug information, dosing and therapeutic tools and drug identification relevant to VA Heartland Health Care Network staff.

medication dosage calculators, tablet/capsule identification and emergency treatment
administration, monitoring, compatibility, and admixing instructions for parenteral medications
patient management and treatment protocols (including drugs, plants, household products)
complementary and alternative medicine
an international directory providing formulas, synonyms and therapeutic courses of drugs and drug derivatives
comprehensive drug monographs, drug consults, and references
online, comprehensive reference resource that is able to offer specialty focused clinical resources including, multi-drug interaction checker and evidence-based access for Mobile Apps
online database and user friendly documentation forms to document clinical interventions which includes direct hyperlinks to monograph of medication documented in the intervention form including ability to assign follow up issues to other users
online database and user friendly documentation forms to document drug information requests which includes direct hyperlinks to monograph of medication documented in the drug information request form
online database and user friendly documentation forms to document ward inspections
comprehensive query and reporting tools for reporting and analysis of interventions, documented activities and workload
comprehensive query and reporting tools for reporting and analysis of ward inspection discrepancies, compliance, documented activities and workload
online database and user friendly documentation forms to document ward inspections
online formulary management tools that enable customization of online medication monographs to include local documents, links and specific formulary communications
online drug information source will provide hyperlinks to abstracts, tertiary electronic sources and/or full text articles for listed references when available with compatible systems
online automated web-based application that supports quality assurance related action items related to the up to date USP standards, and allows for customizable alerts for streamlining documentation related facility-specific quality assurance plans.


For the above list, the contractor shall provide the following:

a. License Rights for 24/7 desktop web access for the Health Care Systems of the VA Heartland Health Care Network.

b. Customer service shall be available to troubleshoot website/connectivity issues via phone, email, etc.

c. VA Heartland Health Care Network staff need access to all of the resources and must be able to search selected resources with one query and one interface.

d. Customers require a single access interface to search across multiple resources. This type of simultaneous searching reduces the need for multiple searches and saves the agency researcher s research time and the cost of purchasing multiple print subscriptions through various contractors.


Description of Work

Ideally, the VA Heartland Health Care Network prefers to search across one platform rather than multiple platforms. This method provides a more efficient, time and cost savings manner for staff by saving of overall search time necessary for finding necessary information and performing the research work necessary to meet the mission of the VA Heartland Health Care Network.

The contractor is expected to troubleshoot access as needed.

Deliverables:

a. Static URL, password information (if necessary), product training, technical support numbers, account number, promotional materials, monthly usage statistics.

b. The contractor shall provide usage statistics on a monthly basis. The format of the usage statistics is provided either via email or contractor provided login and should include session count, search count and total document retrievals per title.

c. Contractor shall provide online tutorials. Contractor shall also provide on-site training, briefings and updates to Health Care Systems in the VA Heartland Health Care Network.

d. If a plug-in, additional software or recommended software is required for optimal use, please include specific requirements. Contractor will address any questions or problems encountered when using this product with supported software or hardware.

4. Period of Performance

Contract will be for 12 months with base plus 4 options starting with the time of award.

SPECIFIC RESPONSE INSTRUCTIONS: Please submit your response (capability statement) in accordance with the following:

1). No more than 5 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company;
2). Address if your firm has the capability to furnish online web access to a cross-searchable medication, toxicology, patient education and disease state information database services listed above;
3). Address how long it would take from the date of contract award for you to commence furnishing services;
4). Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, 8 (a) or HUBZone, and/ or Small/Large Business.
5). If you are a Service- Disabled or Veteran Owned Small Business (SDVOSB/VOSB), Businesses who respond as (SDVOSB/VOSB) to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
6). All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov).
7). Mark your response as Proprietary Information if the information is considered business sensitive;
8). NO MARKETING MATERIALS ARE ALLOWED IN RESPONSE TO THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 5 page limitation.
