This is a Pre-Solicitation announcement only regarding Commercial Items (commercial items and installation services). Due to the urgent nature of this procurement, contractors shall indicate interest in this solicitation by sending an e-mail message to timothy.saffles@va.gov no later than August 30, 2019 at 10am PDT. IAW FAR 5.202(a)(13) and FAR 5.102 It is intended that solicitation documents will be available via electronic means on or about September 2, 2019 and will be made available via email only to those parties who previously indicated interest.
PROJECT NAME: PA - Bldg. 101 HVAC - SERVICES, at the VA Palo Alto Medical Center. The Department of Veterans Affairs, VA Palo Alto Health Care System (VAPAHCS) has a requirement for repair of an HVAC unit in Building 101. The intent of the procurement is to award a firm-fixed price contract. Work includes, but is not limited to providing all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the repair. The Statement of Work (SOW) will be provided with the future solicitation, if any, and will define the effort required for the completion of work. The Government will not reimburse the firm for their proposal preparation cost.
Interested parties are strongly urged and expected to attend a site visit; date, time and location of site visit still to be determined. Information regarding the site visit will be indicated in the future solicitation.
Statement of Work, Specifications, and/or Drawings, if available, will be issued as attachments to the solicitation. The solicitation will contain all necessary proposal instructions.
This project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS code) for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors. Small Business concerns for this NAICS code have a size standard of $15M. The resulting contract will be a firm-fixed contract. The period of performance of the contract is intended to be 15 calendar days after Notice to Proceed, with no options included.

The Government will not pay any costs for responses submitted.
