The Chester County Recorder of Deeds with the intent of collaboration with many other Recorders from other PA counties is developing a new PA Web Portal Document Delivery and Retrieval System (PADocs) for providing electronic delivery and return of documents as well as access to information about recorded documents under the jurisdiction of County Recorders. The PADocs is also intended to provide the infrastructure for the delivery of other services provided by Pennsylvania Recorders. Such services include information access, end-to-end secure electronic financial transactions and other electronic business transactions in the Recorders office. Additional Counties which have expressed interest in this RFP are Counties which make up the SPCCPB. For a complete listing of these Counties see attached Exhibit B. In addition to the Counties in the SPCCPB, the Recorders of Lebanon and Philadelphia Counties have also expressed interest. Their contact information is also contained in Exhibit B. Although these Counties are listed here, any Recorder in the Commonwealth may join in this RFP. In order to achieve these objectives, the Chester County Recorder of Deeds (also referred to as the County) is seeking qualified service providers that have demonstrated the capability to develop and deliver information technology solutions required to implement a portal infrastructure, secure electronic transactions including the electronic recording of documents and land records indexing and searching systems. The Portal Solution must be compatible and interactive with Eagles Cris+ recording system as well as other land records management systems. It should have proven track record with running installations. It must be PRIA compliant. It must be capable of eRecording levels 1, 2 and 3. Document and OCR capabilities may also be considered.

It is anticipated that one service provider will be selected to develop and implement a portal that will potentially be deployed in many PA counties. Multiple service providers may be selected to provide specified technical assistance services, and specified land records indexing and imaging services for an individual county or a group of counties through a shared services platform. For evaluation and organizational purposes, service providers are required to submit separate technical and cost proposals for each specified activity.
