The U. S. Department of State (DoS), Office of Acquisition Management (AQM), is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and experience to support this requirement for the Department's Bureau of Public Affairs, Office of the Historian (PA/HO). This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns). The North American Industry Classification System (NAICS) Code being considered for this procurement is 518210. Interested firms should demonstrate in their qualifications statement whether they are qualified to perform the work outlined below under this NAICS Code.
This is not a solicitation announcement. This Sources Sought is a request for capability information for digitization and XML conversion of historical materials. This does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DoS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response.
Other Important Considerations: Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the Sources Sought Notice.

Capability Statement/Information Sought: As part of response, respondents should provide the following:


In accordance with the attached Draft Statement of Work (SOW), provide relevant past performance history detailing current/former experience with types of work similar in scope and/or government contracts of similar nature. Provide experience and expertise scanning textual materials, converting these to XML at high levels of accuracy and quality.


If your company has the capacity to perform the services outlined above, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number and/or other Government-Wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description.


Information Submission Instructions: The deadline for submitting questions directly related to this announcement is 10:00AM(EDT) June 26, 2017 and shall be emailed to borekMP@state.gov and jonesRD@state.gov The words "Digitization Conversion," must appear in the subject line. The deadline for submitting capability statements relating to this announcement is 10:00AM(EDT) July 7, 2017. Responses are limited to ten (10) pages. All responses to this Sources Sought Notice must be submitted electronically to borekMP@state.gov and jonesRD@state.gov via email and shall have the words "Digitization Conversion" in the subject line. Telephone inquiries will not be accepted or acknowledged. No mail courier responses will be accepted.


If a solicitation is released, it will be via FedBizOpps (www.fbo.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this Sources Sought Notice or a future solicitation.
