The contractor shall furnish all depot level labor, facilities, special tooling, test equipment and materials for maintenance and overhaul of the Stabilator, Right Wing and Stabilator, Left Wing.

The proposed contractual action will be a five (5) year Firm-Fixed-Price Maintenance and Overhaul Indefinite Delivery, Indefinite Quantity (IDIQ) contract with quantities as stated above. This effort has been determined to be non-commercial; therefore, FAR Part 12 will not be utilized. Technical data is not available to support a full and open competitive solicitation. The overhaul shall be accomplished in accordance with contractor overhaul specifications and drawings. The Stabilator, Right Wing and Stabilator, Left Wing are both Critical Safety Items (CSI). Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI can only be awarded to a source approved by the head of the design control activity. Sikorsky Aircraft Corporation (Cage Code: 78286) is the only approved source. Contractors are encouraged to seek Source Approval Requests (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. No telephone requests for solicitation will be accepted. Request for solicitation will be accepted by mail or e-mail. You may MAIL your request to U.S. Army Contracting Command - Redstone, ATTN: CCAM-ALM, R. Proposals will only be accepted by mail; submission of proposals via e-mail will not be accepted. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted depending upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
