This Sources Sought Notice is issued in accordance with FAR Part 5, FAR Part 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein. All inquiries shall be in writing.


It is anticipated that this acquisition will be other than full and open competition under North American Industrial Classification Code (NAICS) 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance). The Business Size Standard is $7,500,000.00 and not a small business concern.


The U.S. Coast Guard Surface Forces Logistics Center anticipates a need to overhaul a Pratt & Whitney Model FT4A Free Turbine and a N3 Gearbox used for the FT4A Wood Group Pratt & Whitney (WGPW) Gas turbines used on the 400' WAGB icebreakers.


This requirement must be completed utilizing only genuine Pratt & Whitney parts from the Original Equipment Manufacturer (OEM). Remanufactured or aftermarket parts are not acceptable. The Coast Guard does not own the rights to the technical data necessary to evaluate other parts.



It is anticipated that a firm, fixed priced purchase order will be awarded for the receipt, disassembly, inspection, condition/test report, overhaul, reassembly, testing, preservation, packing, packaging and marking of a Pratt & Whitney Model FT4A Free Turbine and N3 Gearbox.



Period of Performance: Overhauls to be complete within four months of award date.


Place of Performance: At the prospective contractor's facility.


Concerns having the expertise and required capabilities to provide the supplies and services described in the attached specification/Statement of Work are invited to submit complete information discussing the same within 10 calendar days from the day this notice is posted. The information submitted must include a letter from the OEM verifying the offeror is an authorized distributor, and verifying the OEM will supply only genuine OEM parts.


All responsible sources are requested to submit the following: company name, point of contact, address, DUNS Number, phone number, fax number, e-mail address, business size and a statement of capabilities. The business size shall include any applicable preference program (i.e. 8a, HUBZone, Service Disabled Veteran Owned, Woman Owned, small business). Your response must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor, and (b) evidence of experience in work similar in type and scope to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. Provide at least three references to equivalent type of work in the past five years (provide customer contract number, company, POC name, email and phone number).
