The U.S. Army Contracting Command - Redstone (ACC-RSA) is issuing this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support the requirement to overhaul and repair (O&R) and load related country unique software for various Foreign Military Sales (FMS) customers.  The O&R for the specific UH-60M parts and related country unique software loads will occur on parts provided as Government Furnished Material (GFM).  The country unique software was developed by and is only available from the UH-60 Original Equipment Manufacturer (OEM) and will not be provided by the Government.  The result of this market research will contribute to the determination of an appropriate acquisition strategy for the Government.  The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519.

This Sources Sought is issued solely to gather information for planning and market research purposes only and does not constitute a solicitation.  This is not an Invitation to Bid (ITB) or Request for Proposal (RFP); and therefore the Government will not award a contract on the basis of this notice.  Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding to the Government.  All information received in response to this Sources Sought that is marked "proprietary" will be handled accordingly and will not be returned.  In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  Respondents are responsible for all expenses associated with responding to the Sources Sought.  Respondents will not be notified of the results of the review of the information provided, but may be contacted for additional information for clarification. 

The purpose of this Sources Sought is to identify potential sources capable of providing the required personnel, facilities, services, support equipment, associated program management, and planning to O&R and load related country unique software for various FMS customers.  The Government anticipates awarding a new Firm Fixed Price (FFP), Indefinite Delivery-Indefinite Quantity (IDIQ) type contract.  The effort is estimated to be over a 60 month period of performance.  A list of potential parts requiring O&R and the country specific unique software loads are as follows:  Multi-Function Display, Flight Management System, Data Acquisition Unit, and NightSun IR/LED.  Your organization must be able to provide and load the country specific unique software for each FMS customer.  At this time, Sikorsky Aircraft Corporation, CAGE Code 78286, is the only known approved source that has developed the FMS qualified software for use on the UH-60M aircraft to accomplish this requirement.

Submission Instructions:  Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 15 calendar days from date of issuance.  All responses under this Sources Sought Notice must be emailed to the Contracting Officer at robin.o.scarbrough.civ@mail.mil and the Contract Specialists at bich-lan.t.nguyen.civ@mail.mil.  Any questions and comments must be submitted in writing to the email addresses above.  No telephone calls will be accepted.
