In order to help facilitate upgrades to the siren warning systems, Dakota County intends to partner with the above cities by issuing this Request for Proposal (RFP) to obtain a master contract that each city can access to update their outdoor warning sirens. The Technical Specifications attached to this RFP as Section 2 describe the cities that own outdoor warning sirens and the potential scope of work that needs to be completed to bring them into conformance with the technical requirements of the FCC. Dakota County anticipates that the cities listed in Section 2 will utilize this master agreement. However, Dakota County cannot guarantee that each city will accept and implement the project under the terms of the master contract.
For the cities that do accept and implement the master contract (the Authorizing Entities), work is expected to span calendar 2011 and a portion of 2012 as each city that own sirens appropriates funds to effect the update conversion.
Specifications that describe the scope of work are organized into two (2) sections plus an Appendix. The sections are:
Section 1: Instructions for preparing a proposal including conditions of the work and
requirements of the project. Section 2: Siren inventory and technical details of the project Appendix: Additional reference information that supplements requirements of Section 2.
A single master contract for all of the radios, services, and other work required to accomplish the narrow band conversion is being solicited by the County on behalf of the Authorized Entities. The intent of this Request for Proposal (RFP) is to select a Contractor who will agree to a master contract to undertake the necessary work for the equipment and its installation for each siren that the Contractor is requested to upgrade by an Authorized Entity. This master contract may be released against by the Authorized Entity for each siren by a purchase order process referencing the County Of Dakota contract number and subject to the terms of the master contract.
The Authorized Entity will be the end user of the goods and service purchased under the master contract and will be solely responsible for payment for the services and equipment that is provided by Contractor.
Responding Contractors must be thoroughly experienced in the provision of installation, maintenance, and ongoing support of radio activated outdoor warning sirens.
As a part of their proposal Contractors shall concisely explain how their proposed Furnished System best meets the requirements of the sirens owned by the Authorized Entities. Proposals which are organized with a point-by-point response to the requirements of this specification will facilitate evaluation.
Dakota County seeks proposals that address all of the requirements outlined in this RFP.
